The Baol is actually more useful early game. It doesn't require aggressive surveying and can be unlocked early, awards loads of minor artifacts + scientist experience, gives free pops and a workaround to get universal 100% habitability on anything, boosts productivity, happiness and immigration, as well as not requiring you to play a certain empire type / ascension perks.
